No dedicated artisan training institutes or organizations exist nationally to produce or supply qualified artisans at the scale required for large-scale mining operations. Ambatovy, as the country's sole major industrial-scale mining and processing enterprise, uniquely accounts for 65% of certain specialised national roles unavailable elsewhere in Madagascar.

High attrition compounds the challenge: 60-70% of resignations occur in operator, engineering, and artisan positions, with no viable local labour pool for replacement. The operation requires approximately 98 qualified artisans annually to offset turnover and advance aggressive localization targets. Absent a structured internal pipeline, these roles historically relied on costly expatriate or contractor hires, impacting operational efficiency, cost management, and compliance with Madagascar's nationalization priorities.

Prior internal trade training initiatives lacked international accreditation, frequently advancing interns into qualified roles prematurely and yielding inconsistent competency outcomes. Critically, no nationally available trainers were competent to deliver advanced (Level 4 equivalent) training in relevant trades, and such expertise was absent from the local market.

Operational demands evolved rapidly due to persistent high vacancy rates and turnover, while the limited baseline technical competency in the workforce necessitated complete retraining following each qualified artisan departure—creating a cycle of inefficiency and vulnerability.

The Approach

Comprehensive Audit and Alignment to Global Standards

ATI Advisory Solutions conducted a thorough mapping and audit of Ambatovy's existing training management systems against leading international benchmarks, primarily South African QCTO/MQA engineering trade curricula and Australian vocational standards (e.g., Certificate III/IV in Engineering – Mechanical Trade).

Key steps included:

  • Establishing gaps and areas of good practice through detailed comparative analysis.
  • Verifying alignment of theoretical materials with practical workplace tasks and determining reliable measures of theoretical competence.
  • Defining minimum practical requirements for full competency achievement.
  • Evaluating the appropriateness, safety, and relevance of training centre equipment and infrastructure.
  • Assessing curriculum effectiveness, suitability, and targeted gap-closure priorities.
  • Conducting individual assessments of knowledge, skills, and practical application for current trainees and artisans.
  • Ensuring units of competency met current training package requirements.
  • Performing on-the-job verifications to confirm achieved training levels and workplace readiness.
  • Reviewing trainer routines for alignment with competency-based delivery standards.
  • Auditing governance, assurance processes, and compliance through detailed evaluation of training records.
  • Developing a strategic resourcing plan for the training team, including capacity building and infrastructure recommendations.

The Outcomes

Establishing Madagascar's First Formal Trade Training Ecosystem

Through close collaboration with Ambatovy leadership, local lycées (technical high schools), and government stakeholders, ATI supported the design and implementation of Madagascar's pioneering formal trade training and testing centre, complemented by a bridging program. This initiative represented a landmark $12 million USD investment in sustainable skills infrastructure.

Key achievements include:

  • Development and agreement on a new Trade & Operator Intern and Skill Set Strategy, endorsed by senior management, defining program purpose, target populations, content, duration, and delivery models.
  • Launch of full 3-4 year accredited trade programs in high-demand disciplines: Electrical, Instrumentation, Fixed-Plant Fitter, Heavy Equipment Maintenance, Heavy Equipment Maintenance – Auto Electrician, Machinist, and Welding/Pipefitting.
  • Introduction of an 18-month Process Operator Program tailored to mineral processing needs.
  • Creation of modular 3-6 month Skill Sets enabling rapid upskilling and deployment of semi-skilled personnel across 9 plant and mine departments (including Plant Operations, Asset Management, and Mining). Examples include the Maintenance Services Skill Set (covering bearings, fitting maintenance, grinding/drilling, hand skills, and basic fitting). These shorter pathways form integral components of full trade programs, allowing seamless progression to international-standard artisan qualifications.
  • Graduation of Ambatovy's first Malagasy trainer to international artisan-level competence, marking the beginning of internal self-sufficiency.

Strategic Impact

The program established a reliable, self-sustaining talent pipeline capable of meeting annual artisan requirements, substantially reducing expatriate dependency and associated costs. It enhanced equipment reliability, minimized downtime, strengthened safety performance, and accelerated localization in line with national policies. By creating transferable, high-value skills in a skills-scarce context, the initiative contributed to broader economic empowerment, job creation, and workforce sustainability in Madagascar.
